液体涡轮流量计产品发展方式存在的问题:江苏地区部分仪器仪表企业的过度依赖投资驱动，忽视创新驱动，心智发育不够。虽然加工装备改善的速度比较快、比较明显；但研发试验条件改善比较少、比较慢；因而加工能力进步快，而液体涡轮流量计产业创新能力提高慢。但科技人员水平、车间员工素质仍有较大差距，因而液体涡轮流量计产业水平、质量未能同步提高。这就使得我国液体涡轮流量计产业以超大、超重见长的极限加工制造能力已臻世界之zui。轻视软能力阅历和积淀不够。依靠进口关键部件，液体涡轮流量计产品进步较快，不少已在产量和单机等级上雄踞世界前列，但以高可靠性、高精密、品牌信誉等为主要特征的零部件发展严重滞后。
