欧盟rohs 2（2011/65/eu）现已正式实施
欧盟rohs 2（2011/65/eu），即《电子电气设备中特定有害物质禁用指令》，已于2013 年1月3日正式实施，旧指令2002/95/ec 同时废止。
eu rohs 2 （2011/65/eu） on the restriction of the use of certain hazardous substances in electrical and electronic equipment had beencarried out since 3 jan 2013, at the same time the 2002/95/ec was repealed.
rohs 2与rohs 1相比有以下新要求。
compared with rohs 1, rohs 2 has some new requirements.
一、覆盖的产品类别（categories of eee covered by the directive）
（1）.大型家用电器 large household appliances.
（2）.小型家用电器 small household appliances.
（3）.信息技术和通信设备 it and ecommunications equipment.
（4）.消费类设备 consumer equipment.
（5）.照明设备 lighting equipment.
（6）.电器和电子工具 electrical and electronic tools.
（7）.玩具、休闲和运动设备 toys, leisure and sports equipment.
（8）.医疗器械 medical devices.
（9）.监控设备（包括大型的工业监控设备）
monitoring and control instruments including industrial monitoring and control instruments.
（10）.自动售货机 automatic dispensers.
（11）.不被 1~10 类产品涵盖的其它电子电器设备，包括线材及其他零部件
other eee not covered by any of the categories above.
二、限制物质（restricted substances）
均质材料中限制物质需满足以下要求:

多溴联苯醚（polybrominateddiphenyl ethers, pbdes）

六溴环十二烷 （hexabromocyclododecane, hbccd）
2014年7月之前会考虑
邻苯二甲酸二（2-乙基己基）酯（bis （2- ethylhexyl） phthalate, dehp）
邻苯二甲酸丁苄酯（dibutyl phthalate, dbp）
邻苯二甲酸二丁酯（butyl benzyl phthalate, bbp）
三、ce认证（ce certification）
产品投放于市场之前，制造商需确保已依据768/2008/ec 附录ii 模组a的符合性评估程序（自我声明）进行了相关评估，并且必须在zui终产品贴上加贴ce 标识。拟定技术文件和符合性声明，并保存相关资料10年。
before the product is placed on the market, manufacturers draw up the required technical documentation and carry out the internal production control procedure in line with module a of annex ii to decision no 768/2008/ec or have it carried out, draw up an eu declaration of conformity and affix the ce marking on the finished product, andkeep the related date 10 years.
1．合格评定程序conformity assessment procedures
制造商依据第768/2008/ec号决议附录ii中规定的模型a执行内部的生产控制程序，具体请参考768/2008/ec 附录ii 模组a

3．符合性声明declaration of conformity
符合性声明在rohs2附件vi中给出了固定的格式，内容要保持更新。
the declaration of conformity shall have the model structure and shall contain the elements specified in annex vi.
4．ce 标识 ce marking
终端产品投放市场前需加贴ce标识。在没有反面证据时，欧盟成员国会默认贴有ce标志的eee符合rohs 2的规定。
（1）ce标识的一般性原则按照（ec）765/2008号法规article 30执行；
（2）粘贴ce标志的规则和条件依据rohs 2 article 15进行；
（3）ce标识要求依据（ec） no 765/2008 附件 ii进行，如下图1。
the ce marking shall be affixed before the eee is placed on the market. in the absence of evidence to the contrary, member states shall presume eee
bearing the ce marking to comply with this directive.
（1）the ce marking shall be subject to the general principles set out in article 30 of regulation （ec） no 765/2008.
（2）rules and conditions for affixing the ce marking should conform witharticle 15 of rohs2.
（3）the requirement of ce marking should conform withannex ii of regulation （ec） no 765/2008.
