关于apacha的简单伪静态问题

rewriterule ^index.php\?mod=dhw&act=index$  /plugin.php[l,nc]
这个规则为什么不成功呢
rewriterule ^index.php$  /plugin.php[l,nc]   如果这样是没问题的，正常跳转的。
